Francisco buys its water from Pike Gibson and resells it to the Francisco customers.  When Pike Gibson does a water increase then Francisco does the same increase to keep our costs in line with what we are charged. These changes are always advertised and a note put on the water bill when to expect the increase. We do NOT have a water treatment plant.  The current minimum charge for 2500 gallons of water is $42.91, plus tax. Out-of-town customers are charged, in addition to their monthly bill, a surcharge of $4.78 per month. The sewer system was installed in 2003. Current monthly minimum charge is $28.42 for a 5/8” meter and $.00972 per gallon of water used monthly. Francisco has a Tracker Ordinance that provides we raise our rates the same as Pike-Gibson to keep up with the additional cost to the Water Department. Customers can sign up for ReachAlert by going to ReachAlert.com to register.  Then select Francisco. Then can submit phone number for texts, or to receive a call or email to receive alerts on water emergencies and other town information. To set up a Francisco Water Account customers need to: Call the clerk treasurer at 812-782-3573 Then go to the German American Bank and ask for a Water Customer Application. The Application needs filled out and a $150.00 deposit paid to the bank before water can be turned on.  Customers are asked to send a picture by text of their stamped payment to the clerk treasurer at 812-782-3573. Water bills can be paid 1 of the following ways: 1. Customers may pay online at paygov.us using code 3500.  Customers paying by Paygov need to pay by 7th of month to provide time for the payment to post to the water department’s account to avoid penalty. 2.  German American Bank at Princeton, 231 West Broadway in person, by putting payment in night deposit box, or mailing stub and payment to the bank.  If mailing be sure to allow ten days for payment to reach the bank. 3.  German American Bank at Oakland City, 1100 W Morton Street, in person, by putting payment in night deposit box, or mailing stub and payment to the bank.  If mailing, be sure to allow ten days for payment to reach the bank. 4.  Customers may make arrangements with their bank to pay to German American direct, but need to make sure they allow ten days for payment to reach our bank account.  The notification from customer’s bank to German American needs to include their name, service address, and water account number. Normal due date on bills is the 15th of the month.  If the 15th falls on a Friday, on the weekend, or on a Holiday, the due date then becomes the next business day.  To avoid a 10% penalty, customers need to pay by the due date. More Water Rate and Payment Information • Customers living within 1,250 feet of a fire hydrant are charged $2.24 monthly for a hydrant fee. • Customers can request a pool fill adjustment on wastewater by calling the clerk treasurer and requesting a form be sent to them.  Adjustments are based on an average of the three prior months before the high usage, and difference in average and high usage is waived from wastewater bill only. •Customers can request a wastewater adjustment for leaks occurring that did not go down the sewer system.  They need to call to request a form.  They have to show proof of repair of the leak before an adjustment can be made.  This adjustment would be on wastewater only. • Current fees include $20.00 fee when shutoff notice is prepared.  Ordinance is being reviewed to make possible changes and increases. • In the event a customer receives three shutoff notices, then the customer owes an additional $150.00 deposit.  This is not number of shutoffs, but number of shutoff notices. • Shutoff notices go out after the due date, but before the end of the month, with shutoffs not to be scheduled until after the first of the month.  Once a customer receives a shutoff notice, when paying they need to send proof of payment by a picture of their stamped pay stub or Paygov payment receipt. clerktreasurer@townoffrancisco.com. Failure to do so could result in shutoff, as payments are not immediately accessible to the clerk treasurer from the bank or paygov. • Water customers, per ordinance, can request three (3) payment plans a year by calling the clerk treasurer at 812-782-3573.
